The Government appoints Jesús Gascón as the new Secretary of State for the Treasury | Economy

The Council of Ministers has appointed Jesús Gascón, until now director of the Tax Agency (AEAT), as the new Secretary of State for Finance. Gascón will replace Héctor Izquierdo, who has been in office for only six months and who has left the post in the ministry to lead the new Commissioner for the Reconstruction of the island of La Palma. Soledad Fernández Doctor will be the new director of the AEAT.

With the change, the ministry led by María Jesús Montero confirms the rumors that had spread with the departure of Izquierdo from the Secretariat and bets on a technical profile, away from political strife and with a long history in the Tax Agency. Graduated in Law and inspector of the State Treasury, Gascón (Zaragoza, 1961) enjoys wide recognition within the organization he directs, in which he has held different positions before being appointed director in June 2018, with the Government of Pedro Sánchez .

Before coming to head the Tax Agency, he worked in the Internal Audit Service, and between 2008 and 2012, in the midst of a financial and real estate crisis, he was Director of Taxes at the Ministry of Finance during the second government of José Luis Rodríguez Zapatero .

His appointment as Secretary of State for the Treasury was already expected last January to replace Inés Bardón, who left office for personal reasons. In fact, in the Ministry of Finance it was surprising that in his place he was appointed Left.

Now, Gascón has several challenges ahead of him. One of them is the implementation of the tax reform agreed with Brussels for the first quarter of next year. The changes should follow the recommendations of the expert committee’s report, published last March. In the new position he will also have to participate in the design of the 2023 Budgets, with general elections just around the corner and an economic outlook surrounded by uncertainty.

New director of the AEAT

Born in Madrid, Soledad Fernández Doctor also has a degree in Law and is a State Treasury inspector. Like Gascón, whom she replaces, she has extensive experience within the organization that she now directs. From 2018 until now she had served as a special delegate of the Tax Agency in Madrid.

Previously, she was president of the Central Economic-Administrative Court (TEAC), attached to the Ministry of Finance, director of the Department of Tax Management of the AEAT or the School of Public Finance, among other functions.

Héctor Izquierdo, who has a degree in Law and a doctorate in Economic and Business Sciences, goes, instead, from the Secretary of State for the Treasury to direct the new Commissioner for the Reconstruction of the island of La Palma, where he is from. His appointment was advanced yesterday, Monday, by the Minister for the Presidency, Félix Bolaños.

Izquierdo has worked as a professor at various universities and has been a manager at various public companies. In the 2019 elections, he appeared on the PSOE list as an independent and from 2020 to 2022, before being appointed Secretary of State, he was executive president of the State Mercantile Society for Property Management (SEGIPSA), dependent on the Ministry of Finance.
